Winter Fuel Payment rules have changed twice in quick succession. From winter 2024/25, the payment was restricted to pensioners receiving Pension Credit or certain other means-tested benefits. From winter 2025/26, the government reversed course: Winter Fuel Payment is now paid to everyone of State Pension age again, but it is clawed back by HMRC from anyone whose individual income is over £35,000 a year.
This means the key question today is less “am I on Pension Credit?” and more “is my income over £35,000, and do I want to keep the payment or opt out?” That said, Pension Credit remains hugely valuable in its own right — it guarantees your income stays below the clawback threshold and unlocks a wide range of other support, so it’s still worth checking your eligibility even though it’s no longer the sole gateway to Winter Fuel Payment.

The £35,000 Income Clawback
If your total individual income for the tax year is over £35,000, HMRC will take the Winter Fuel Payment back — either via your Self Assessment return or by adjusting your PAYE tax code. Importantly, your partner’s income does not count towards your own £35,000 threshold — each person’s income is assessed separately, even in a couple. You can also choose to opt out of the payment in advance if you know you’ll be above the threshold, to avoid needing it clawed back later.
Being on Pension Credit (or another qualifying low-income benefit) is a reliable sign that your income is well under £35,000, so you won’t be affected by the clawback — on top of the many other benefits Pension Credit unlocks.

How Much You Get
The amount depends on your age, whether you live alone, and whether anyone else in your household is also eligible or receiving a qualifying benefit. As a guide:

Care Home Residents
People in care homes generally receive a reduced Winter Fuel Payment, and those whose care is fully funded by the local council may not be eligible at all. Self-funding care home residents may still qualify.
